• Develop specifications for various commodities/supplies/work

• Coordinate Pre-submittal Conferences and Bid Openings

• Manage entire solicitation process from advertisement to award including any related contract negotiations

• Assist in the review of solicitation submittals

• Perform needs Analysis of Client’s Procurement Processes

• Draft manuals and train staff

• Analyze and make recommendations regarding vendor payment systems

• Draft policies and procedures relative to economic development initiatives

• Provide research and analysis regarding best practices

• Manage the implementation of Minority, Women and Disadvantaged Owned Business programs

• Monitor contractors for compliance with economic development initiatives (i.e. Workforce Hiring, M/W/DBE, City Residency, Local/Non-Local Business    Enterprises)

• Provide detailed and comprehensive statistical reports

• Develop and implement Community Outreach Programs

• Assist small, minority and women owned businesses in their business development activities

• Coordinate Vendor Fairs

• Develop corporate profiles for small, minority and women-owned businesses

• Develop, coordinate and implement client’s vendor contractor pre-qualification process in an effort to expand client’s vendor base.
