PRESIDENT / CEO

As President and CEO of Trinal, Inc., Mrs. Garcia-Abner is responsible for the day-to-day management of the company. Additionally, she is responsible for the immediate supervision of the Director of Contract Compliance, the Assistant to the President, Senior Project Managers, and the Information Technology and New Product Development Manager. Mrs. Garcia-Abner has general oversight of the continued enhancement of Trinal’s proprietary software solution, the Global Project Tracking System® (GPTS®), to ensure that it addresses the needs of compliance professionals and reflects current best practices in the industry. Her expertise is in construction and project management, development of procurement policies and procedures, and contract compliance monitoring. Her responsibilities include, but are not limited to, assisting in the marketing of the various consulting services to be rendered to both public and private entities, negotiating terms and conditions of contracts, and overseeing the management of specific projects from inception to completion while ensuring that quality control measures are in place and are followed.

For nearly two decades Mrs. Garcia-Abner has overseen a consultancy dedicated to the economic development and empowerment of women and minority owned businesses. Under her leadership, Trinal has offered its services to a wide array of commercial and construction industries. Working tirelessly, Mrs. Garcia-Abner has promoted diversity in hiring in both the public and private sectors, advising senior management in publicly traded companies and public officials. Prior to her tenure as President and CEO of Trinal, Mrs. Garcia-Abner was the Director of Contracts Management for the Chicago Public Schools, Contract Negotiator for the City of Chicago Department of Procurement, and the Director of Certification for the City of Chicago Department of Procurement, where she was responsible for the Bureau of Certification for the Minority, Woman, and Disadvantaged Business Enterprise Programs.

Mrs. Garcia-Abner holds a Master’s Degree in Health Care Administration from Governors State University in University Park, Illinois, and a Bachelor of Science Degree in Public Affairs from Indiana University in Gary, Indiana. A woman of many accomplishments, she holds numerous certifications from major trade and professional associations. Representative of that fact is that she is a Master Compliance Administrator, having completed her certification at the top- ranked American Contract Compliance Association.

In recent years, she has received numerous awards. In 2010, Trinal was awarded the Hispanic American Construction Industry Association’s (HACIA) Professional Service Firm of the Year Award. In 2007, Trinal was selected for the Minority Contractor of the Year Award by the Coalition for United Community Action (CUCA) and was given the Parren J. Mitchell Life Service Award by Black Contractors United, Inc. In 2015, she was awarded the Keeper of the Dream Award by the African American Tribune and the Excellency in Advocacy Award by U.S. Minority Contractors Association. In 2017 Ms. Garcia-Abner was appointed by Mayor Rahm Emanuel as Commissioner for the Special Service Area No. 42, the 71st/Stony Commission

CHIEF OPERATING OFFICER

Melissa Williams is the Chief Operating Officer for Trinal, Inc. reporting directly to the President. Ms. Williams has over 11 years of demonstrated leadership in the areas of EEO, affirmative action and labor compliance, community outreach, and business development and is responsible for the general oversight and supervision of all project management staff and subconsultant relationships. She provides quality control and client management in the areas of strategic sourcing and outreach, data authentication, compliance monitoring and reporting, and program evaluation and development. She also assists in the development and implementation of business-to-business and workforce diversity programs. Ms. Williams is responsible for the development, facilitation, and implementation of client and their users training programs for Trinal’s Global Project Tracking System (GPTS®) software solution.

Ms. Williams earned a Bachelor of Science Degree in Electrical Engineering Technology and Master’s degrees in Business Administration, Education, and Finance from Purdue University in Lafayette, Indiana. She is also certified as a Master Compliance Administrator from the American Contract Compliance Association and has a Certificate of Completion from Turner School of Construction Management.
